What changed on 2 October 2026?
The Australian Government introduced a package of Student visa integrity reforms affecting Student visa (subclass 500) applicants and current international students. The changes are designed to limit visa hopping, require genuine academic progression and tighten the circumstances in which family members can accompany students.

1. Most Student visa applications now need to be made offshore
From 2 October 2026, most applicants who want a Student visa must lodge the application while outside Australia. If the rules require you to apply offshore, you must also be outside Australia when the Student visa is granted.
An application lodged inside Australia when the applicant is required to be offshore can be invalid. Students should therefore check their eligibility before enrolling in another course or making a financial commitment.
2. Current students face tighter rules for another Student visa
Current Student visa holders seeking another Student visa while in Australia now need to fall within an exemption. Examples listed by the Department of Home Affairs include certain students who need additional time to finish their existing course with the same provider, PhD applicants, school students, students affected by provider default and students genuinely progressing to a higher Australian Qualifications Framework level.
If a student has completed a higher-education course and relies on the higher-AQF progression exemption, the next course must also be a higher-education course delivered by a higher-education provider.
3. New restrictions on dependants and family members
Most Student visa applicants can no longer include a partner or dependent child unless they meet an exemption category. The Government has identified limited exemptions including certain PhD students, students sponsored by Australian or foreign governments, and specified Pacific and ASEAN circumstances.
A particularly important change is that family members cannot later apply as subsequent entrants under the Student visa. Where an exemption permits family to accompany the student, the family application generally needs to be dealt with as part of the permitted application arrangements rather than assuming they can simply join later.
4. Provider transfer restriction increased from 6 to 12 months
Australia has temporarily increased the transfer restriction period for overseas students other than school students. From 2 October 2026 until 30 June 2027, affected students generally need to complete 12 months of their principal course before transferring to another education provider, rather than the previous six months.
Exceptions can still apply in circumstances such as provider or course closure and other situations permitted under the National Code.
5. What changes again from 1 July 2027?
The Australian Government has announced a new Student visa transfer stream from 1 July 2027 for international students seeking to change providers after arriving in Australia. Under the announced framework, students using the new transfer stream will need to receive the new Student visa before beginning study with the new provider.
The reforms are also intended to restrict transfers to courses at the same or a higher Australian Qualifications Framework level and prevent students from arriving for higher education and then transferring onshore to a lower-level VET course as a way of bypassing the original study pathway.
What if your Student visa application was lodged before 2 October 2026?
According to the Department of Home Affairs, Student visa applications lodged before 2 October 2026 continue to be assessed under the rules that applied when they were lodged. This includes applications that included family members.
What do these changes mean for Indian students applying from India?
For a genuine student applying from India for a university or other suitable Australian programme, Australia remains open to international students. The changes do not mean Indian students cannot apply for a Student visa.
However, students should now plan their complete academic pathway more carefully before departure. Choosing a course with the intention of quickly changing to a cheaper or lower-level provider after arrival is significantly more difficult under the new framework.

Can you still change university in Australia?
