Is Canada still a good option for Indian students in 2027?
Canada can still be a strong option for the right student, especially when the university, program, finances and post-graduation plan are selected carefully. The application environment is more controlled than a few years ago. Canada has capped international student volumes, strengthened acceptance-letter verification and increased financial requirements.
For 2026, IRCC said it expected to issue up to 408,000 study permits, including 155,000 for newly arriving international students and 253,000 extensions for current and returning students. The 2027 cap should therefore be checked again when Canada publishes the relevant allocations.
1. Financial requirement is higher from September 2026
For study-permit applications submitted on or after 1 September 2026, a single applicant studying outside Quebec must show CAD 23,448 for first-year living expenses. This amount does not include tuition or transportation.
Students must demonstrate enough money for tuition, living expenses and transportation without depending on employment in Canada. For programs longer than one year, applicants should also explain how they plan to fund the remaining duration.

2. Students can work up to 24 hours per week off campus
Eligible international students can work up to 24 hours per week off campus during regular academic terms. During scheduled breaks, eligible students may work unlimited hours off campus. Work should be treated as supplementary income, not as the primary plan for paying tuition or meeting study-permit financial requirements.
3. Check PGWP eligibility before paying a deposit
A Designated Learning Institution (DLI) can offer multiple programs, and not every program at a DLI is necessarily eligible for a Post-Graduation Work Permit (PGWP). Students should therefore check both the institution and the exact program before accepting an offer or paying a non-refundable deposit.
For bachelor’s, master’s and doctoral graduates, there is currently no PGWP field-of-study requirement. However, PGWP applicants in these degree categories generally need at least CLB/NCLC 7 in all four language abilities. Other university programs also generally require CLB/NCLC 7, while eligible college, polytechnic and other non-university programs generally require CLB/NCLC 5.
4. Non-degree students must pay close attention to the CIP code
For many non-degree programs, students who submitted a study permit application on or after 1 November 2024 must graduate in an eligible field of study to qualify for a PGWP. IRCC links eligibility to the program’s six-digit Classification of Instructional Programs (CIP) code.
IRCC has frozen the eligible field-of-study list for 2026, meaning it will not add or remove fields during 2026. Students targeting 2027 should re-check the official list before submitting their study permit application because future labour-market updates may change eligibility.
5. Master’s and doctoral students have an important 2026 advantage
From 1 January 2026, students enrolling in master’s and doctoral degree programs at public DLIs are exempt from submitting a provincial or territorial attestation letter (PAL/TAL) with their study permit application. This makes graduate-degree planning particularly worth examining for suitable students.
6. Bringing a spouse? Do not assume an open work permit
Spousal work rights are more restricted than in the past. Under the current rule, the spouse or common-law partner of an international student may qualify for an open work permit when the student has a valid study permit and is studying, among other eligible categories, a master’s degree program of 16 months or longer or a doctoral program. Students travelling with family should check the exact current eligibility before choosing a course.
How should an Indian student shortlist Canadian universities for 2027?
Do not shortlist only by university ranking. A safer approach is to check academic fit, total cost, DLI and PGWP status, program/CIP eligibility where applicable, city living expenses, internship or co-op opportunities, graduate outcomes and the strength of the student’s visa profile.

Students should be careful with social-media posts claiming a specific 2027 Canada student visa quota or presenting speculative changes as final. IRCC’s 2026 transition material says the government planned to set the 2027 study-permit cap in conjunction with the Immigration Levels Plan and seek approval for provincial and territorial allocations. Until those details are officially published, students should plan using current confirmed rules and re-check before filing.
